BuddeComm’s ‘2007 Europe - Telecoms, Mobile and Broadband in Central Europe’ profiles the five countries: Czech Republic, Hungary, Poland, Slovakia and Slovenia. While all EU countries, the market in each country varies significantly, both in size and wealth: Slovenia’s GDP per capita at current prices is more than double that of Poland’s although Poland’s population is almost 20 times that of Slovenia.

European Union tasks in regards to implementing the EU regulatory framework have by and large been completed, with secondary legislation in place and market competitiveness analyses completed. Regulators are now tasked with nurturing competition and developing markets to catch up with their western EU peers.

This report presents a concise overview of the Central Eastern Europe region, presenting regulatory developments, major players in the fixed-line, convergence and mobile markets, the development of new product offerings for the aforementioned markets, in addition to a variety of financial, industry and performance data for all market sectors as well as broadband penetration forecasts to the year 2017.

Key Highlights
Regulators have completed prerequisite EU market analysis and are pushing for more competition.
Poland’s regulator in particular has taken tough action against the incumbent, improving the wholesale fixed-line access market. For more information, see chapter 3.6, page 85.
Large-scale M&A activity in the cable market has peaked in the Czech Republic with only one major cable operator left. Despite competition concerns for the cable TV market, the merger was approved in hope it would create a strong competitor to the telecoms incumbent. For more information, see chapter1.8.6.2, page 25.
A more mature broadband market in the region is witnessing the deployment of faster broadband technologies such as ADSL2+ and FttH.
Both private and municipal owned FttH networks are being deployed.
WiMAX services are available in Hungary, Poland and Slovakia while licences to offer the service awarded in Slovenia.
IPTV services are available from incumbents in all countries and take up is growing.
Cable operators are fighting back and are gaining fixed-line telephone subscribers through VoIP-based triple play offerings.
Mobile operators in highly penetrated markets are branching out to seize opportunities in less-penetrated markets: Slovakia’s Orange Slovensko has launched triple play services over a FttH network the operator deployed. For more information, see chapter 4.9.1, page 128.
3G takeup is growing: Telefónica O2 in the Czech Republic, Polkomtel Plus in Poland and Mobitel in Slovenia each boast in excess of 100,000 3G subscribers. 3.5G HSDPA services are also available.
DVB-H mobile TV trials were undertaken in the Czech Republic, Hungary and Poland, offering hope for the mobile data market, which is struggling to improve data ARPU levels.
